Do optical stores offer free contact lense fittings/exams?

Looking for contact lenses for the first time and I guess I'll need to get a prescription. One optometry clinic I called quoted me $169 for the entire visit! That's including the tests, fittings and prescription. Then I actually have to BUY the lenses. What I'd like to know is if optical stores usually offer free fittings/exams with a purchase? And if so which ones do? I live in Regina SK if it helps. Any advice on how to get contact lenses as cheaply as possible would be appreciated! Thanks!
