My next door neighbour got her dog's tongue pierced. Is that not cruel to animals?

She is a complete nutter with piercings all over her body and she also got her cat's nose pierced months ago, I haven't seen the cat since and my suspicions are that it might be dead possibly from infection. I'm surprised the dog hasn't croaked either! What sort of person does this to their own pets?
