Townsend Harris or Benjamin Cardozo High School?

My cousin is having difficulty in deciding which high school to list as her first one on her application for high school. She knows that choosing townsend harris first and benjamin cardozo second on the list will eliminate her chances of getting into cardozo if townsend harris rejects her; and viceversa. Adding on to that, she was wondering if she should put bayside high school or francis lewis next. Thanks in advance.
