What percentage of Europeans who aren't from German speaking countries speak German?

This would exclude Germany, German speaking Switzerland, Austria and Luxembourg. I know it is high in the Netherlands because of geography and similarity. I'd imagine it is also relatively high in Norway, Sweden and various Slavic countries where there are some German speaking minorities.
